Annan admits UNO can't solve Saharan situation

The secretary general of the United Nations has asked the Polisario Front and Morocco to negotiate directly, a proposal Saharans have immediately rejected.

Kofi Annan, secretary general of the United Nations Organization, bets for direct negotiations between Morocco and the Polisario Front as his institution hasn't been able to design a new plan for the future of Western Sahara. A few hours after the proposal was unveiled, the Saharan movement has rejected it, describing it as "unacceptable and unfeasible."
Annan has arrived to these conclusions in his last report on the issue, which will be revealed Friday for the members of the Security Council. Thus, he admits that no country has been able to convince Moroccan authorities to accept Baker's plan, which foresaw an autonomous period preceding a referendum for self-determination.
Annan suggests direct negotiations with the part of Algeria and Mauritania as neighbouring countries, with the aim of finding a political situation that is "just, lasting and accepted by everyone to give self-determination to the Western Saharan country."
Given this situation, he thinks that there are only two options: the prolongation of the conflict and direct dialogue "without previous conditions" to reach a compromise based on international legality and the current political reality.
However, the Polisario Front itself has rejected Annan's petition through its representative in the UNO, Ahmed Bujari. "Direct negotiations to find something both parts accept that foresees Sahara's self-determination looks unacceptable and unfeasible to me," he has affirmed.
