    GENEVA • South Korea and Japan top the rankings for use of information and communication technologies (ICT), such as the Internet, but developing states such as India are making giant strides, a UN report said yesterday.

    Using a specially-devised Digital Opportunity Index (DOI), which tracks variables such as price and infrastructure, the International Telecommunication Union put Denmark and Iceland in third and fourth places respectively.

    Chile topped the list in Latin America, while Morocco was the best-placed African country.

    The report by the United Nations' agency, the first of a planned series, measure progress on closing the global digital divide following the two-stage World Summit on the Information Society (WSIS) held in Geneva in 2003 and Tunis in 2005. Since 2001, the date from which measurements begin, India has shown the biggest progress, followed by China, Russia, Hungary and Peru, with the strongest advance being noted in infrastructure and broadband usage, it said.

    Overall, mobile phone telephony was the main focus of ICT investment in developing countries, it said. Some countries had registered huge increases in use, with Bangladesh, for example, leaping from 30 per cent mobile phone cover in 2003 to 85 per cent in 2005.
