    Torture internationale : Le Maroc parmi les élèves méritants selon une ONG américaine


    Cinquante-quatre pays, dont le Maroc, ont collaboré avec la CIA, l’agence d’intelligence américaine, dans son programme de détention secrète et de tortures de suspects de terrorisme après les attentats du 11-Septembre.
    C’est dans le dernier rapport de l’organisation Open Society Justice Initiative, qui vient d’être rendu public aujourd’hui mardi 5 février.


    Tous les gouvernements cités dans le rapport, dont notre cher pays, toujours à l’avant-garde dans ce genre d’activités, étaient impliqués à diverses échelles dans l’acceuil sur leur sol des prisonniers envoyés par les Etats-Unis. Ces Etats ont ouvert leur espace aérien pour permettre le transfert illégal de personnes d’un pays à un autre et ont souvent autorisé la gégène sur leurs propres territoires. Parce que les Etats-Unis qui menaient tout ce beau monde à la baguette voulaient rester vierges…
    « En participant à ces opérations, ces gouvernements ont violé aussi le droit intérieur et international et ont sapé les règles contre la torture », qui est « non seulement illégale et immorale mais aussi inefficace pour réunir des renseignements fiables », dénonce ce rapport intitulé « De la mondialisation de la torture ».


    Point positif pour le Maroc, si on peut dire, cette fois-ci il ne va pas se sentir seul puisque 25 pays d’Europe sont concernés, comme l’Autriche, la Bosnie-Herzégovine, la Croatie, la Finlande, l’Allemagne et le Royaume-Uni. Même la paisible (et très démocratique!) Australie y est allée de sa petite touche en arrachant sûrement quelques ongles à un pauvre suspect.


    Généralement, les méthodes d’interrogatoire qui y étaient utilisées, et autorisées sous George W. Bush, incluaient notamment la simulation de noyade, assimilée à de la torture. Mais pour le Maroc (l’ONG nous donne une longue liste d’heureux bénéficiaires de l’hospitalité marocaine), d’autres méthodes sophistiquées ont été utilisées pour casser de l’islamiste, qu’il soit coupable ou innocent.


    Le rapport évoque le site de la DST à Témara, de sinistre mémoire, mais aussi le nouveau site d’Aïd Aouda, que les Etats-Unis auraient aidé à construire, et où continue toujours de chatouiller les détenus.
    Demain se fait un plaisir de publier la partie (en anglais) réservée au Maroc. Pour que les deux « grands droithommistes » du Conseil national des droits de l’homme (CNDH), Driss El Yazami et Mohamed Sebbar, ne nous disent pas encore que la torture n’existe pas au Maroc parce qu’ils n’ont « rien vu ».



    GLOBALIZING TORTURE (Morocco)
    Morocco detained and tortured extraordinarily rendered individuals, and hosted secret CIA detention. It also permitted use of its airspace and airports for flights associated with CIA extraordinary rendition operations.
    Individuals that the CIA extraordinarily rendered to Morocco include Abou Elkassim Britel, Noor al-Deen, and Binyam Mohamed. The CIA transferred Abu Britel to Morocco on May 23, 2002, where he was tortured for eight and half months in the custody of Moroccan agents at Temara prison.1294 On July 22, 2002, the CIA transferred Mohamed to Morocco where his interrogators broke his bones while beating him, sliced his genitals, poured hot liquid onto his penis while cutting it, and threatened him with rape, electrocution, and death.1295 See the detainee list in Section IV.

    Saleh Hadiyah Abu Abdullah Di’iki was transferred from Mauritania, where he was held reportedly at the behest of the United States, to Morocco in November 2003.1296

    After a month of detention in Morocco, a team of U.S. officials in military uniforms and masks flew Di’iki, diapered and hooded, to Afghanistan, where he was held by U.S.

    authorities, including by the CIA, at two different facilities, before being transferred to Libya.1297 Mustafa Salim Ali el-Madaghi was flown, after being diapered and hooded by Americans in accordance with “standard CIA rendition transportation procedures,” to Morocco, and held in a facility that appeared to be “run by Americans” for around two months before being extraordinarily rendered to Libya.1298 Additionally, Hassan Ghul reportedly believed that he was detained in Morocco at some point while the CIA held him in secret detention.1299 See the detainee list in Section IV.

    In addition, Ali Abd al-Aziz Ali (Ammar al-Baluchi), Gouled Hassan Dourad (Haned Hassan Ahmad Guleed), Riduan Isamuddin (Hambali), Abd al Rahim al Nashiri Ramzi bin al-Shibh, and Abu Zubaydah were secretly detained by the CIA in Morocco. 1300 See the detainee list in Section IV.

    There are two detention facilities in Morocco associated with CIA secret detention and extraordinary rendition operations. First, there is the T.mara Detention Center south of Rabat, which is run by the Moroccan Internal Security Service.1301

    According to a 2010 U.N. report, at least three extraordinary rendition victims— including Binyam Mohammed, Abou Britel, and Noor al-Deen—were held in the T.mara prison.1302 Second, the United States reportedly helped Morocco build an additional facility in Ain Aouda, near Rabat, specifically for Al Qaeda suspects.1303 Jeppesen Dataplan was involved in landing extraordinary rendition flights in Rabat, Morocco.1304 Additionally, court documents show that at least seven flights operated by Richmor Aviation (a company whose flights transported CIA extraordinary rendition victims)1305 landed in Morocco in 2004.1306 These include flight N85VM, which landed in Rabat at some point between March 27 and 30, 2004; N85VM, which landed in Rabat between April 11 and 13, 2004; N85VM, which landed in Rabat between May 3 and 7, 2004; N85VM, which landed in Rabat between May 20 and 22, 2004; N85VM, which landed in Rabat between July 23 and 25, 2004; N85VM, which landed in Rabat between July 30 and August 3, 2004; and N227SV, which landed in Rabat between September 29 and October 2, 2004.

    There have been no known judicial cases or investigations in Morocco relating to its participation in CIA secret detention and extraordinary rendition operations
