Sheikh Mohammed bin Rashid al-Maktoum, vice president of the United Arab Emirates and prime minister and ruler of Dubai, has realized an economic miracle in the desert. In a written interview with the Chosun Ilbo, Sheikh Mohammed talked frankly about the achievements and challenges for the Gulf nation. He says it is due to the vast desert spaces of his country, where the mind “has the freedom to think, to explore and to dream.” Dubai had “big dreams and a bright vision and we used what we had -- and created what we needed -- to build the right environment where big ideas and fresh thinking can take off,” he said. He said his primary duties are promoting growth and development, adding, “The differences between a politician and entrepreneur are very few.”
The Dubai ruler arrived in Korea on Monday.

―How did you look at a small desert town and decide to create the greatest city on earth? How did you look at the ocean and resolve to create miles of islands in the shape of the globe? What did you see that other people could not see? Where does your imagination and inspiration come from?
“When you look out at an empty land, your imagination occupies the space. Without the limits of space, your mind has the freedom to think, to explore and to dream. We had big dreams and a bright vision and we used what we had -- and created what we needed -- to build the right environment where big ideas and fresh thinking can take off. We look at the world around us and we see developments and innovations and are inspired by the human sprit to improve its surroundings. We want to empower that spirit, bring it here and inject it into our culture. This is how we aim to build the greatest city on earth.”
- You are recognized more as an entrepreneur than as a politician. It makes more sense to say that you have managed the country, rather than ruled it. Indeed, the New York Times named you as the entrepreneur of 2006. Do you agree with the reputation as a successful entrepreneur? What is the difference between a politician and an entrepreneur?
“Commerce, trade and investment are the key ingredients that have gone into making the UAE what it is today -- an emerging regional commercial hub. As such, business and economic development figure prominently in our overall strategy for the country. We invest our efforts and resources in creating and developing a business model that will serve as the basis for growth in other areas, be they social or political.
“Given the centrality of business the UAE's development, I would say I am primarily involved in the politics of business. My primary duties revolve around promoting growth and development, which also involves using my political offices to create the necessary conditions that will facilitate or contribute to that growth.”
Sheikh Mohammed is on a two-day visit to Korea to discuss ways of strengthening bilateral cooperation by combining Dubai’s resources and Korea’s technology, in line with a joint statement signed when President Roh Moo-hyun visited the Gulf country last May. At a dinner hosted by Korean business associations, the Dubai leader expressed hope that the two countries will further partnership and cement amicable relations.
