La petite ville d'Elkader, dans l'Iowa, durement frappée par les récentes inondations, a reçu mardi 1er juillet un don inattendu de la part du Président algérien. Le Président Abdelaziz Bouteflika a en effet fait don de 150 000 dollars pour participer aux efforts de reconstruction après les inondations de la rivière Dubuque, a fait savoir le Telegraph-Herald de l'Iowa. Cette ville porte le nom de l'intellectuel islamique algérien et chef militaire Emir Abdelkader, dont "l'amour de la liberté a inspiré les Pères Fondateurs d'Elkader qui ont donné son nom à leur communauté", précise le journal. Dans son message aux habitants de cette petite ville, M. Bouteflika a exprimé sa profonde sympathie ainsi que son "admiration pour la manière dont [Elkader] fait face à l'adversité, avec l'esprit pionnier de volontaires enthousiastes et la solidarité de la communauté".

ELKADER, IOWA, USA - Algerian President Abdelaziz Bouteflika has sent a gift from the country of Algeria for $150,000 to aid the people of Elkader in their recovery efforts after the devastating floods that struck the community in mid-June, announced Elkader Sister Cities President Kathy Garms. President Bouteflika said, "We grieve with all the families of Elkader who have suddenly become homeless or have lost their livelihoods and express our deep sympathy as well as our admiration for the way that it is facing adversity with the pioneer spirit of dedicated volunteers and of community solidarity." President Bouteflika continued, "The people of Algeria stand with you today and likewise express solidarity and support to the town and people of Elkader."

The northeast Iowa community was preparing for an international celebration in July to commemorate their association with the Country of Algeria and their Sister City of Mascara with a "Celebration of Community Spirit and Algerian Sister Cities Friendship" when a disaster of epic proportion struck the heartland of America. On June 9, 2008, the plans were set aside as the community fought for the life of their small city as a record setting flood reached 31.9 feet, almost 20 feet over flood stage, and engulfed the southern half of the community.

In the true spirit of friendship, Algerian President Abdelaziz Bouteflika sent a message of support as well as financial assistance to the small community of 1500. This is the first time Elkader has received a message directly from a Head of State. The funds, administered through the Clayton County Disaster Relief Committee, are to be used exclusively by the citizens of Elkader to rebuild their community.

"The good faith efforts in sustaining cultural and educational communications and exchanges with our Sister City Mascara have been substantial and have created solid bridges of peace between the two communities and also between the United States and Algerian governments," according to Kathy Garms, President of the Elkader Sister Cities Friendship Club. Kathy and her husband Keith were recent guests of the Algerian government as a result of the Sister Cities relationship. Kathy was invited to be a presenter at the prestigious Council of Nation (Algerian Senate)/Emir Abdelkader Human Rights Seminar in Algiers. Emir Abdelkader was the chivalrous leader of Algeria (1832-1847) whose love of freedom and tolerance of different peoples inspired the Founding Fathers of Elkader to give his name to their community. While in Algeria, the Garms' visited Elkader's Sister City Mascara where they re-established the lines of communication with Elkader's Algerian friends across the globe.

Elkader's "Celebration of Community Spirit and Algerian Sister Cities Friendship" will be held as scheduled on July 5, 2008 with the honored guest Ambassador Amine Kherbi of the People's Democratic Republic of Algeria to the United States. Ambassador Kherbi will participate in the program at the Elkader Opera House followed by the Ambassador's Reception and Recognition Dinner at Schera's Restaurant. The public is invited.

At the July 5th Celebration, the Honorable Mayor Bob Garms will present to Ambassador Kherbi a letter from the people of Elkader to His Excellency Abdelaziz Bouteflika expressing gratitude for the personal sympathy and encouragement he wrote to them and for his generous donation.

"The humanitarian efforts of the government of Algeria without any doubt are genuine and sincere," Randy Frank, Clayton County Disaster Relief Committee Administrator said. "They have expressed their concern and support in many ways."

tu devrais leur écrire pour protester contre le jumelage avec la ville de masacara et pendant que tu y es, aller in situ et faire circuler une pétition pour qu'il change le nom de leur ville, profites en pour donner un dollar pour les innondations

je ne donne mon argent que pour les causes Amazighes. Je suis pauvre et je ne peux aider que la misere amazighe... j ai mes priorites comme le proverbe amazighe qui stipule que la charite' commence chez soi.
