je crois qu'il falait adresser ce conseil aux bidasses qui sucent le sang des algeriens : kaddafi est interessé par l'issue de l'aboutissement du litige frontalier de l'algerie avec le maroc: lui aussi escompte revendiquer des territoires jadis lybiens!
la liste des pays attentifs est longue: la tunisie, la mauritanie, le niger, la lybie, le maroc , le mali
au rythme ou vont les choses et avec l'insistance des kabyles pour etre independants , l'algerie risque de retourner à sa configuaration du temps des ottomans : l'algerie cotiere

Les éloges sur celui qu'il qualifié il y a peu de " fou " n'ont pas tarder , Vous êtes vraiment vils et fourbes comme d'habitude .

kahadafi avec l'histoire a perdu beaucoup de crébilité,mais empêche le fait qu'il a lâché le polisario sur le plan militaire,logistique et financier.nous a beaucoup servi pour notre cause

اتفاقيات ثنائية في قطاعات السياحة والصناعة والخدمات الجوية والجمارك والاستثمار

أعلن مسؤول ليبي أن بلاده تؤيد «مغربية الصحراء»، وتأمل في طي صفحة الماضي مع المغرب وتجاوز الفتور الذي عرفته علاقات البلدين على جميع الأصعدة، وفتح صفحة جديدة تعتمد على الاحترام المتبادل والعمل المشترك من أجل اتحاد مغرب عربي قوي ومتماسك. وقال الدكتور البغدادي علي المحمودي، أمين اللجنة الشعبية العامة الليبية (رئيس الحكومة) ردا على سؤال لـ«الشرق الوسط» حول موقف بلاده من نزاع الصحراء «مواقفنا واضحة ولا ضبابية فيها، نحن مع الوحدة الترابية للمملكة المغربية» وأضاف المحمودي قائلا: قبل انطلاق اجتماعات الدورة الثامنة للجنة العليا المشتركة المغربية ـ الليبية أمس بالرباط، «نحن حريصون كل الحرص في الجماهيرية شعبا وحكومة وقيادة أن تكون هناك علاقة مميزة مع المغرب، وأن نكون قريبين من بعضنا حتى نتمكن من تفعيل اتحاد مغرب عربي قوي وقادر على التصدي للتحديات المطروحة أمامه. من جانبه، اعتبر عباس الفاسي، رئيس الوزراء المغربي أن تطوير وتعزيز العلاقات الثنائية يشكل رافدا أساسيا ودعامة قوية بالنسبة للاندماج الاقتصادي الذي يطمح إليه البلدان على المستوى الإقليمي، وأضاف الفاسي، «انطلاقا من إيماننا الراسخ بانتمائنا المغاربي، فإن سعينا المشترك لتوطيد التعاون بيننا من شأنه أن يدعم توجهنا نحو استكمال بناء وحدة المغرب العربي، باعتباره مطمحا شعبيا وخيارا استراتيجيا لا محيد عنه، بالإضافة إلى كونه يشكل أداة فعالة للتعاون والتضامن والتكامل بين دوله الخمس في مواجهة التحديات التي تفرضها التحولات الاقتصادية المتسارعة». وقال الفاسي إن المغرب متمسك باتحاد المغرب العربي، واستعداده الكامل للمساهمة في تنشيط هياكله وتفعيل مؤسساته، في ظل الاحترام التام لسيادة الدول الأعضاء ووحدتها الترابية، عملا بمقتضيات معاهدة مراكش. وشدد على أن المغرب «انطلاقا من هذا الاقتناع، تجاوب بصدق وجدية مع نداءات مجلس الأمن الدولي للبحث عن حل سياسي نهائي ومتفاوض بشأنه للخلاف الإقليمي حول الصحراء المغربية». إلى ذلك عبر الطرفان عن تمسكهما بالحوار المغاربي الأوروبي 5+5، باعتباره منبرا إقليميا مهما للتشاور والحوار من أجل إرساء شراكة قوية ومثمرة بين ضفتي المتوسط. كما أكدا انخراط كل من المغرب وليبيا في العمل داخل المجموعات الإقليمية والقارية، والتزامهما بدعم وترسيخ المنتديات التي تلتقي في إطارها الدول الأعضاء في الأمم المتحدة. وحول الأحداث ودعوات الانفصال في اليمن في الآونة الأخيرة، أكد المغرب وليبيا عن تضامنهما المطلق مع اليمن، ومساندتهما لوحدته الترابية وأمنه واستقراره، ودعم جهود حكومته من أجل اقتلاع أسباب الفرقة والانشطار. وأكد البلدان دعمهما المطلق للشعب الفلسطيني لنيل حقوقه المشروعة، في إنشاء دولته المستقلة وعاصمتها القدس الشريف، ومساندة كافة الجهود المبذولة لإيجاد حل عادل ودائم لمختلف النزاعات في منطقة الشرق الأوسط، على أساس مبادرة السلام العربية وقرارات الشرعية الدولية ذات الصلة. وبخصوص العراق، جدد البلدان دعمهما للوحدة الوطنية العراقية، معتبرين أن بناء الدولة العراقية الديمقراطية «لن يتأتى إلا بالمشاركة الفاعلة والمتوازنة لجميع مكونات المجتمع العراقي وقواه السياسية من دون إقصاء، ومن دون أي تدخلات خارجية». وفي الشأن اللبناني، عبرا المغرب وليبيا عن حق لبنان المشروع في استرجاع أجزائه المحتلة في الجنوب، بما فيها مزارع شبعا، وتثبيت السيادة الوطنية الكاملة وفق أحكام قرار مجلس الأمن الدولي 1701. وبشأن الصومال، عبر الطرفان عن قلقهما إزاء استمرار حالة عدم الاستقرار، داعين إلى تضافر الجهود العربية والدولية لتقديم كل المساعدات الممكنة للشعب الصومالي، ليتسنى له إعادة الإعمار وبناء مؤسساته. وتم خلال هذا الاجتماع إدانة كل أشكال التطرف والإرهاب، أيا كانت مبرراتها ودوافعها ووسائلها، والتشديد على عدم ربط الآفة بأي حضارة أو دين مع التأكيد على تضافر الجهود الإقليمية والدولية لمواجهتها واجتثاثها والقضاء على مسبباتها وفق مقاربة شمولية.
يشار إلى أنه على هامش اجتماعات اللجنة العليا المشتركة تم التوقيع على عدد من الاتفاقيات والبرامج التنفيذية تهم قطاعات السياحة والمناطق الصناعية والخدمات الجوية والجمارك والاستثمار.

Libya backs the Moroccanness of Western Sahara

APA-Rabat (Morocco) Libya has announced, through the voice of its chief executive, Al-Baghdadi Ali Al-Mahmoudi, its support for “the territorial unity” of Morocco and “the Moroccanness of Western Sahara,” APA learns Sunday in Rabat.

The statement by the Secretary of the Libyan People’s General Committee released in the Arabic newspaper "Asharq Awsat Ala" (Middle East) was the highlight of his official visit to Morocco as part of the 8th session of the Moroccan-Libyan High Joint Committee.

“Our position is clear and with no beating around the bush. We’re pushing for Morocco’s territorial unity”, the Libyan official told the press.

The announcement puts an end to Tripoli’s formal demarcation vis-à-vis this conflict that is the main stumbling block to building the Arab Maghreb Union (AMU) of which Libya has been a member since its inception in 1989.

In September, relations between Rabat and Tripoli experienced a diplomatic clash following the presence of a delegation from the Polisario Front in the September 1st festivities.

Tripoli had in fact expressed regret at the incident which they attributed to the participation of the Polisario Front, which contests Moroccan sovereignty over the Sahara at a summit of the African Union, of which the "Saharawi Arab Democratic Republic (SADR)” is a member.

“States that were invited to participate in these festivities were invited as official delegations at the level of heads of state or their senior representatives from military and artistic troupes, which was not the case of the “SADR”, in line with our commitment to respecting the guarantees given to our brothers of the Kingdom of Morocco, Libyan diplomacy explained to put an end to “an incident” that would “aggravate” relations between the two capitals.

Rabat had proposed in 2007 a plan for autonomy in the Sahara to break off the 34-year old deadlock, which the Polisario Front rejects calling for a referendum on self-determination termed “unenforceable” by the international community backing Morocco.

In June 2007, a negotiation process had been initiated under the auspices of the UN in the United States, but this is struggling to find common ground between the two main protagonists, Morocco and Algeria-backed Polisario Front.

In fact, Morocco and the Polisario Front are expected to set by mutual agreement the fifth round of negotiations.

Tripoli was among the major allies of the Polisario Front until the early 1980s.

Morocco and Libya had sealed on Friday in Rabat their cooperation by a formal commitment to lay the foundations of a more consistent political and economic cooperation.

The two Maghreb countries’ commitment has marked the 8th session of the Moroccan-Libyan Joint Committed that was characterized by a series of agreements to the “great satisfaction” of both countries’ officials.

A Memorandum of Understanding on the establishment of a mechanism of political consultation “to develop and strengthen brotherly and friendly ties between the two countries” was the highlight of the annual meeting presided over by both countries’ heads of governments.

Over 250,000 Moroccans are living in Libya, which is, moreover, among the "largest" Arab investors in Morocco although exchanges are around 1.5 billion dirhams (about 200 million dollars).
