UNITED STATES-MOROCCO FREE TRADE AGREEMENT IMPLEMENTATION ACT
The Committee notes that the FTA will cover trade with and investment in the territory of Morocco as recognized by the United States, which does not currently include the Western Sahara.
Although the U.S.-Moroccan Free Trade Agreement does not apply to trade and investment in Western Sahara, we encourage the President to use opportunities created by the Agreement to expeditiously pursue a settlement of the issue of sovereignty in Western Sahara. In no way should this agreement be used to advance Morocco's legal claim to Western Sahara or deepen its economic engagement in this disputed territory.
