    C'est où les provinces marocaines du Sud? Agadir, Saïda?
    Si vous savez ou se trouve Ghardaïa, c'est largement suffisant pour vous, parce que c'est là-bas que 25 vies humaines ont été supprimées faisant des dizaines de veuves et d'orphelins.

    C'est là-bas aussi que des biens ont été détruits et incendiés laissant des centaines de personnes dans le dénuement le plus total.

    Intéressez-vous à ce qui vous touche vous, d'abord. Quand vous en aurez fini, vous pouvez vous occupez de ce qui se passe ailleurs.

      Toutes les résolutions de l'ONU font état du Sahara Occidental et il vous suffit d'en prendre lecture. Donc, ayez l'honnêteté de respecter les véritables dénominations de cette région non-autonome.

          On connaît les lacunes de l'instruction marocaine, mais jusqu'à penser que même les flics du royaume ignore la cartographie d'une région, il s'agit d'un pas que l'on ne franchit pas aisément.

          Une quinzaine de touristes allemands portant des tee-shirts sur lesquels figuraient la carte du Maroc, mais sans son Sahara, ont été interpellés samedi à Marrakech, d’après des sources locales.



          Les touristes dînaient tranquillement à la place Jamaâ El Fna, quand des éléments de la police judiciaire et du tourisme et des officiers des renseignements généraux et de la Direction Générale de la Sécurité Territoriale (DGST), en plus des autorités locales, ont débarqué en force.

          Il s’est avéré par la suite que le groupe d’allemands ignorait tout de l’affaire du Sahara marocain. Les touristes dont le dîner a été brusquement interrompu, ont été relâchés moins de deux heures plus tard.

            Les kabyles et m'zab sont chez eux et personne ne les a colonisé, a l’exception des 2 têtes de la FITNA, le MAK et FAKAHAR qui sont des vendus de votre cher Roi colabo des juifs
            quant aux frères marocains sincères, je leur dis nous sommes tous d'Adam (paix sur lui) et Adam a été crée de la terre.

                Ils ne savent plus ou donner de la tête.Personne ne parle du sahara marocain,mais par contre tout le monde parle de Gardaïa et 28 mort ETHNIQUES.Galek nous somme un peuple uni.Dans la haine.

                  Saviez-que l'Algérie est la seule nation véritablement indépendante-du Maghreb central- depuis le 5 juillet 1962? Et dès lors, les Français d'Algérie avaient constitué le plus grand exode de tous les temps.

                  Au fait pourquoi le Maroc est interdit d'exiger la réciprocité de visas aux touristes de de l'Hexagone contrairement à la France qui l'impose aux Marocain? Je n'ai compris de cette différence de traitement envers des individus.

                    Davantage encore qu'une quarantaine d'années. Le mieux est l'exemple des présides de Ceuta et Mellila, car un Maroc embourbé dans l'affaire sahraouie restera pauvre et cette indigence est la garantie de la stabilité du Maghreb. C'est là l'avis de nombreux analystes.

                        Pourquoi un referendum, la RASD existe deja, elle est reconnue par l Algerie et encore plus par UA.
                        .

                        Referendum d autodétermination , cela veut dire :

                        -La fin de la Mission de la MINURSO au SO occupé illégalement par le royaume des alaouites ( dont le roi HII était signataire )

                            Pourquoi "pseudo"?Combien de nations reconnaissent l'Etat palestinien et en l'occurrence il s'agirait de la même hérésie puisque les cas du Sahara Occidental et de la Palestine sont, en tous les points, semblables?

                              On demande à mr l'ambassadeur la couleur du ciel à ghardaia mais il fait l'acrobatie necessaire pour parler du sahara, je finirai par croire qu'il y a que des acrobates chez le voisin

                              Mr l'ambassadeur ,qui est convaincu que seul le référendum peut resoudre ce conflit du sahara et que toute solution doit etre mutuellement acceptable , doit faire le necessaire pour convaincre les parties concernés

                              La neutralité lui impose de se la fermer et laisser les parties trouver cette solution par les négociations au lieu de pousser vers la solution extreme à moins s'il cherche à eterniser le conflit

                              President Uhuru Kenyatta in February officially opened the Kenyan embassy in Algiers, Algeria, marking a new phase in the strengthening of bilateral relations between Kenya and Algeria. Star Editor Charles Kerich spoke to ambassador Saad Mandi on a range of issues including the opportunities that exist between the two countries.





                              How long have you been in Kenya? How do you like it here?



                              I have been in Kenya for more than four years. Kenya is a lovely country and has a great potential for the future. In the discharge of my responsibilities, I have always been encouraged by the well known traditions of hospitality of the Kenyan people and their friendliness and open attitude.

                              Let me add this, it is a privilege for me to serve my country, Algeria, in your beautiful country and especially in its vibrant capital city of Nairobi which is also an international hub and an important United Nations centre. The importance of Kenya as an international centre is very fitting for the Kenyan people, who have a long tradition of contributing to the values of dialogue and cooperation in the international era.



                              How are the bilateral relations between Kenya and Algeria?



                              The relations between Kenya and Algeria are excellent. They date back to our battle for our independence, freedom and dignity. The Algerian and Kenyan people’s freedom and liberty were hard won, paid in full by the blood of their patriots.

                              The people of Algeria and Kenya share common historical experiences. Our two countries share similar views and common interests both on continental and global issues. They work closely in the African Union and the United Nations to ensure peace and security in Africa and all parts of the world is settled and that conflicts are resolved through peaceful means and negotiations.

                              Guided by our love of peace, the sacred right of self-determination, fundamental and basic human right, and our adhesion to a world free from occupation and domination, Kenya and Algeria supported and are supporting just and noble causes in Africa and around the world.

                              We are undertaking efforts to deepen and further broaden the long standing and excellent relations between our two countries for the mutual benefit of our peoples. Algeria and Kenya have the same hopes and expectations for a better life within their countries and a flourishing future. We are facing the same challenges which are threatening the security and stability of our respective regions.

                              Relations that link Algeria and Kenya have undergone a significant progress, particularly regarding the visits exchanged between the high officials.

                              The visit of HE Uhuru Kenyatta, President of the Republic of Kenya to Algeria, last February, at the invitation of His Excellency Abdelaziz Bouteflika, President of the People’s Democratic Republic of Algeria, is a clear indication of the interest to strengthen the bonds of friendship, solidarity and cooperation between our two countries. In addition, it reflects the common will of the two leaders to give a new impetus to the relations between Algeria and Kenya. This visit was an opportunity to review the status of cooperation in several areas and affirm their determination to strengthen further, through the establishment of mutually beneficial cooperation programmes. This includes strategic consultation and strong economic partnership, defence and security in the best mutual interests of the two brotherly peoples.

                              Extensive and fruitful discussions on various issues of common interest at the bilateral, regional, and international levels took place during this very important visit.

                              The Joint Commission for bilateral cooperation will meet in the course of 2015, here in Kenya.

                              During this visit, the President Uhuru Kenyatta officially opened the Embassy of Kenya in Algiers. The opening of the new Kenyan Embassy in Algeria is a step that takes the relationship between the two nations to a whole new level. It will also help promote further relations.





                              What bilateral agreements exist between Kenya and Algeria that citizens of both countries can take advantage of?



                              Algeria and Kenya signed during the visit of President Uhuru Kenyatta to Algeria a memorandum of understanding in the field of oil, gas and power, an agreement on the cancellation of visa for the two countries’ diplomatic passport holders and a memorandum of understanding between the Institute of Diplomacy and International Relations of Foreign Affairs Ministry and the Foreign Service Institute of the Kenyan Ministry of Foreign Affairs and International Trade..

                              During the visit to Algiers by Amb. Amina Mohamed, Cabinet Secretary Ministry of Foreign Affairs and International Trade, on November 2014, Algeria and Kenya signed an Agreement on the Establishment of Joint Commission for Cooperation and a Memorandum on Political Consultations between the Ministries of Foreign Affairs.

                              These agreements will give momentum towards strong ties and strengthen cooperation for the mutual benefit of the peoples of these two friendly countries. The citizens of both countries are the first and the only beneficiaries from all these agreements that provide a framework for cooperation between Algeria and Kenya.

                              In addition to that, Algeria offers scholarships to Kenyan students across key areas of national development such as engineering, medicine, information, communication and technology, among others.



                              What can Kenya learn from Algeria, which has been a major oil producer for years, and Kenya has just discovered oil?



                              Algeria shares with Kenya the same hopes and expectations for better life and a promising future. Kenya and Algeria, both with existing and encouraging opportunities, demonstrate a great potential to intensify and broaden economic relations. There are numerous opportunities to be explored.

                              We are happy about the discovery of oil in Kenya. It is, indeed, very good news for your country. Appropriate policies, legal and regulatory frameworks should be put in place to guarantee the best management of the discovered hydrocarbon source. Algeria is ready to share its well established expertise and know-how and to promote cooperation with Kenya in this field.

                              Areas and forms of cooperation have been identified in the memorandum of understanding in the field of oil, gas and power we have signed.


                              What do you hope to achieve during your time here to advance Kenya-Algeria relations?



                              I will do my utmost and spare no efforts, working with the Kenyan authorities, to deepen and further broaden the longstanding and excellent relations that exist between our two countries.

                                What new developments are taking place in Algeria?



                                Ambitious development programmes have been launched in Algeria and are being implemented. Algeria is now achieving political, economical and social reforms decided by the President of the Republic, HE Abdelaziz Bouteflika, to boost the decade long efforts for the country’s stability and development. We are building our country and making it stronger and prosperous.

                                We are undertaking numerous actions to further deepen democracy and to promote inclusive, endogenous and harmonious economical and social development. Consultations to review the constitution aimed at achieving political reforms have been already held. President Bouteflika said recently in a message on the celebration of the 53rd anniversary of our independence day that the project of the revision of the constitution is in the final stage.

                                My country is pursuing an active policy aimed at ensuring equal access to education, healthcare, employment, decent housing, water, electricity and social welfare for all its citizens. Many economical and social achievements have been made within the last five year development plan (2010-2014) including housing programmes, road infrastructure, healthcare infrastructure, support of employees’ purchasing power, employment aid... The unemployment rate has declined from 29.8 per cent in 2000 to 10.6 per cent in 2014.

                                A new five-year development plan (2015-2019) is being launched with a $262.5 billion budget dedicated to human development, governance and to the productive enterprises.

                                Achievements must be protected through a strong economy.

                                Algeria was able to protect its stability, security and sovereignty and is working in favour of peaceful and stable world particularly in its Arab-African environment.

                                Like Kenya who is playing a leading role in peace, security and conflict management in the East and Horn of Africa regions, Algeria is exporting security and stability in our region and advocating the building of international relations based on respect, friendship and cooperation.

                                Algeria is firmly determined to continue the fight against terrorism in all its forms and to work relentlessly to put an end to this scourge that knows no borders. The issue of drying up the sources of terrorism financing must be of primacy in the fight of terrorism. The payment of ransoms to terrorist groups must be prohibited.

                                My country is also willing to coordinate with its partners to fight organised crime and drug trafficking, an important source of income for terrorists.

                                My country actively led international mediation to resolve the Malian crisis that resulted in the conclusion of a peace and reconciliation agreement. The international Monitoring Committee of the Peace and Reconciliation agreement in Mali, resulting from the Algiers process, was set up recently, in Bamako, and will be chaired by Algeria.

                                Algeria lent its support to Tunisia to successfully go through the democratic transition and take its responsibilities in the face of terrorism and instability, has constantly pleaded for a political solution in Libya as the only way to preserve the unity and territorial integrity of this country.

                                In close coordination with the UN Secretary-General Special Representative Bernardino Leon, Algeria has already hosted meetings of leaders of political parties and prominent Libyan personalities, a promising step in a process that needs to be supported by the international community as a whole.

                                With respect to Western Sahara, Algeria continues to support the UN secretary general and his personal envoy, Chris Ross, in their efforts to achieve a mutually acceptable political solution which provides for the self-determination of the people of Western Sahara in accordance with the UN Charter and relevant resolutions. Algeria strongly believes that there is no other alternative for the settlement of this conflict than the holding of a free and fair referendum of self-determination for the people of Western Sahara.

                                I want to highlight that the issue of the Western Sahara decolonisation process was discussed by the council of peace and security of the African Union during a session held on March 27, 2015, during which it unanimously reiterated the African Union position of the right to self determination of the people of Western Sahara and urged the United Nations to spare no efforts to hasten the process of decolonisation.

                                The Conference of the Heads of State and Government of the African Union, recalling the legal opinion given by the International Court of Justice on October 16, 1975, called, in a decision adopted at the last summit held in Johannesburg-South Africa, the UN General Assembly to set a date for holding the self-determination referendum of the people of Western Sahara and to protect its integrity as a non-autonomous territory against any act likely to undermine its integrity.

                                The AU Summit of Heads of State and Government noted with deep concern about the long impasse to reach a solution to the conflict of Western Sahara and stressed the urgent need for renewed international efforts to facilitate the early resolution of the conflict. The occupation of Western Sahara is a threat to peace and a source of instability in the region.

                                We welcome, in this regard, the efforts of the Personal envoy of the chairperson of the AU Commission for Western Sahara, HE Joachim Chissano, to mobilise the international community on the need for a settlement of the issue of the Western Sahara, the last colony in Africa.

                                How effective do you think the African Union has been in handling conflicts in the continent?



                                One of the primary objectives of the AU is to promote peace, security, and stability on the continent. One of the fundamental principals is the peaceful resolution of conflicts among Member States of the Union. This consists of the prohibition of the use of force or threat to use force among Member States of the Union and peaceful co-existence of Member States and their right to live in peace and security.

                                I must recall that the African Union heads of states and government have expressed their determination to enhance their capacity to address the scourge of conflicts on the continent and to ensure that Africa, through the African Union, plays a central role in bringing peace, security and stability on the continent.

                                The AU, the AU Peace and Security Council and the Regional Mechanisms for Conflict Prevention, Management and Resolution have become remarkably major actors in international peace support operations with an imposing contribution. They are usually the first responders to security crises and armed conflicts, the initiators of the political process of mandating peace support operations and the largest troop contributors.

                                There are currently 10 missions running on the continent and these count more than 100,000 AU and UN peacekeepers and international civilian personnel being deployed. Peace support operations are a crucial part of Africa’s security landscape. African Union has succeeded to resolve many conflicts and crisis and is to settle the current ones. Nevertheless, the settlement of conflicts is a responsibility that African union shares with United Nations.

                                Efficient and successful peace operations require, indeed, a coordinated and harmonised approach and complementary roles between the UN and African Union.



                                Kenya and Algeria have been dominant players in volleyball? Which is the better team?

                                I was delighted to see both teams being successful in providing Africa with an entertaining finale when they met at the 2015 Women's African Nations Championship. I congratulate Kenya national women's volleyball team on winning the Africa Nations Championships final match on June 20. I congratulate also Algeria and Kenya for having confirmed their tickets for the 2015 FIVB Women's World Cup to represent Africa in the elite event. I wish them well.

                                Beyond the legitimate ambitions of each team and sporting rivalry, sports promote friendship, understanding, peace, harmony and tolerance among and between peoples and civilisations. I am sure that for being dominant players in volleyball and for having played against each other several times, our teams have contributed to consolidate further the excellent relations that exist between our two countries and to strengthen friendship and promote understanding between the Algerian and Kenyan peoples.
